Louis Bumgardner was a partner of Dale and Bumgardner, the firm that did the grading of the Capitol grounds. He was born in Ohio in 1858, moved to Minnesota, married, and raised a family here working as a contractor for the rail roads. Louis Bumgardner lived a long life and died in St. Paul in 1955 at the age of 96. (Lookout Place was located about where Sims is now.)
